JAKARTA, bhayaksa.net—- The Indonesian Food and Drug Authority (BPOM) has officially implemented a $0 (free) Non-Tax State Revenue (PNBP) tariff for the distribution license registration of processed food products for Micro and Small Enterprises (MSEs). This strategic policy refers to Government Regulation (PP) Number 15 of 2026, which regulates the types and tariffs of PNBP applicable to BPOM.

As of today, Monday (9/14/2026), the program is fully operational. It aims to reduce the financial burden on small business owners across Indonesia while accelerating the commercialization of local products to ensure they are legal, safe, and highly competitive in the national market.

Automatic Application via Integrated System

BPOM’s Directorate of Processed Food Registration emphasized that MSE owners do not need to submit manual requests for this incentive. The $0 tariff will be applied automatically by the e-Registration BPOM system during the final step of product submission.

How does it work? Business owners only need to ensure that their corporate profile database is correctly integrated. There are two absolute requirements that must be met for the system to display the free tariff:

  1. Business Scale in OSS RBA: The profile status on the E-reg RBA account and the Online Single Submission (OSS) system must be verified as a Micro or Small enterprise.
  2. MD Product Category: The registered processed food must be a domestic product, which will later receive an MD distribution license number.

To activate this, business owners simply need to log into the official e-reg.pom.go.id portal, access the company profile menu, and select the “Update Data via OSS” or “Pull NIB Data” option. The system will synchronize the data in real-time.

What About Medium, Large, and Imported Products?

In contrast to MSEs, BPOM confirmed that the tariff structure for Medium and Large enterprises, as well as food importers (ML code), remains unchanged and follows the standard rates under Government Regulation Number 15 of 2026.

The standard PNBP tariff amounts are specifically categorized based on the food risk level and the type of application:

  • New Registrations: Fees range from IDR 500,000 to IDR 5,000,000 per product. The highest fees apply to functional foods or products with specific health claims (such as infant formula and commercial complementary foods). For standard-risk processed foods (like chips or dried coffee), the tariff ranges from IDR 500,000 to IDR 2,000,000.
  • Renewals: The fee is set at half the rate of a new registration, ranging from IDR 500,000 to IDR 2,500,000.
  • Variation Registrations (Data Changes): For minor changes, such as packaging label designs or administrative updates, a flat fee ranging from IDR 100,000 to IDR 300,000 applies per submission.

Regulation Effectively in Force

Looking back at the timeline, this $0 tariff policy officially took effect on May 26, 2026, exactly 60 days after Government Regulation Number 15 of 2026 was signed by the government on March 27, 2026. This policy strictly applies to new applications submitted after the effective date, while files entered before May 26, 2026, will be completed using the old tariff scheme.

BPOM Urges Business Owners to Avoid Middlemen

To maintain legal transparency and accountability, BPOM strongly advises the public and business owners to complete the registration process independently through official online channels.

BPOM requests that business owners ignore offers from third-party brokers or illegal middlemen who promise instant license processing in exchange for certain fees. All official payment transactions for non-MSE categories must use the official e-payment mechanism with a state billing code deposited directly into the State Treasury.

Through this integration of OSS RBA and e-BPOM data, the government hopes to create a safe and healthy food ecosystem without burdening the working capital of micro-businesses in the country.
