MUAROJAMBI, bhayaksa.net— What comes to mind when you picture the headquarters of a regional water utility? Crisp, bustling, and highly responsive? Unfortunately, that ideal image stands in stark contrast to the reality at Perumda Tirta Muaro Jambi. The regional government-owned enterprise (BUMD) responsible for supplying clean water to the residents of Muaro Jambi Regency is currently the talk of the town. But it is not for its achievements; rather, it is because its top management is allegedly spinning out of control.

This troubling situation came to light after the shocking state of the utility’s office facilities was exposed to the public. The issues range from neglected, crumbling building aesthetics and customer service desks that appear to be in a state of permanent “brain death,” to a chaotic internal administration that is allegedly being intentionally swept under the rug. This mounting list of red flags has sparked intense public demand for relevant authorities to step in immediately and conduct a forensic audit to rescue the state-owned utility.

The Exterior Slum: Overgrown Jungles and Construction Debris

If you happen to visit one of the branch offices or water treatment facilities of Perumda Tirta Muaro Jambi, do not be surprised by your initial welcome. Instead of a well-manicured yard, your eyes will be met by a siege of wild weeds and thick brush towering out of control. The facility is in such a deplorable state that it is allegedly reminiscent of a derelict, haunted property that was abandoned long ago.

To make matters worse, the parking area is nowhere near acceptable. The barren ground is littered with scattered bricks, concrete debris, and plastic waste left to rot in the elements. In the middle of this neglected lot, a lone utility motorcycle sits parked as if abandoned on the cracked earth. Local visitors have harshly criticized this scene, arguing that the management’s sheer inability to maintain basic office grounds is the first clear reflection of what is allegedly an outright neglect of public assets funded by taxpayers.

Interior Horror: Peeling Walls and Dangling Wires

Stepping inside the building yields an equally jarring experience. The workspaces and administrative service centers—which should be professional and welcoming—instead look squalid and eerie. The interior walls, painted in a dull green hue, are filthy, stained, and heavily peeling in every corner.

Even more alarming, basic workplace safety guidelines have allegedly been erased from the management’s priority list. Power cables and network wires dangle messily from the ceiling, tangling across the walls without any protective casing or conduits. This chaotic web of wiring is not just an eyesore; it allegedly acts as a ticking time bomb, posing a massive fire hazard due to potential short circuits.

The paralysis of the utility becomes even more palpable at the front office. The high customer service counter sits entirely empty without a single representative on duty. The administrative pool behind it is equally lifeless, leaving behind nothing but rows of worn-out wooden desks and folding metal chairs coated in thick dust. The bulletin boards on the walls are completely devoid of any operational updates, reinforcing the public suspicion that this Perumda Tirta Muaro Jambi facility is allegedly operating without any functional or active management.

The Consumer Outcry: “Bills are Mandated on Time, but the Water is Dry!”

This dilapidated state of the offices directly mirrors the crumbling quality of water distribution to local households. A large number of customers in densely populated zones, such as Jambi Luar Kota (Jaluko) and Mendalo, report that they are completely fed up with ongoing water outages that frequently stretch on for days at a time.

“It is deeply ironic. The outside looks like a jungle, the inside is a total wreck, and the service desk is completely deserted. Yet, every single month, we as consumers are forced to pay our water bills precisely on time. If we are even slightly late, they threaten us with fines or immediate disconnection. So, where is the money going? They allegedly cannot even afford to maintain their own building,” a frustrated resident and customer lamented.

Prominent community leaders have echoed these grievances. They emphasize that paying customers have a fundamental right to reliable, continuous clean water services. When the utility’s own administrative environment is this decaying and disorganized, it is entirely natural for the public to assume that the financial administration at the executive level is allegedly suffering from the exact same chaos.

Administrative Tangles and the Excuse of Budget Constraints

Public policy analysts and local legislators argue that the physical decay of the facility is merely the tip of the iceberg. The far more severe crisis is allegedly rooted in a tangled mess of financial mismanagement at the executive suite.

This alleged administrative chaos lines up perfectly with the utility’s sluggish response times to major pipe leaks and what is allegedly a total lack of transparency in the company’s profit-and-loss reports to the public. As a result, caucuses within the Muaro Jambi Regency Regional Legislative Council (DPRD) have vocally demanded that the regional government step in to conduct a comprehensive evaluation and entirely replace an executive board that has allegedly failed in its duties.

Conversely, the management of Perumda Tirta Muaro Jambi, when confronted with these findings, argued that severe budget constraints are the primary hurdle. They claim the utility’s current cash flow is incredibly tight, forcing them to divert 100% of their operational budget toward urgent technical fixes in the field. This includes repairing worn-out intake pumps and patching up major transmission line ruptures. According to their statement, these steps are taken solely to keep water flowing to the public, even if it means sacrificing the maintenance of office buildings that are now allegedly abandoned.

The ball is now firmly in the court of the Muaro Jambi Regency Government as the primary stakeholder. The public is anxiously waiting for the regional leadership to initiate an independent forensic audit. If these allegations of gross mismanagement are proven true, a total overhaul of the board of directors will become a non-negotiable requirement to restore the clean water services that the people of Muaro Jambi Regency rightfully deserve.
