MUARO JAMBI, bhayaksa.net—- A vital education infrastructure project in Muaro Jambi Regency has officially entered the radar of law enforcement agencies. The revitalization of the SMPN 4 Muaro Jambi school building, with a budget allocation of IDR 970 million funded by the 2026 Special Allocation Fund (DAK), is strongly suspected of being a hotbed for financial malfeasance. The strategic project, aimed at restoring student classrooms, is currently being intensively investigated by the District Attorney’s Office (Kejari) and state auditors due to indications of severe construction quality deviations that potentially cause state financial losses. Ironically, this multi-million rupiah budget was allegedly plundered amidst the ongoing struggles of students in Kumpeh Ulu District, who for years have risked their safety studying under collapsing ceilings, leaking roofs, and dilapidated classrooms. The facilities of this B-accredited state school, which serves 6 class groups, were deliberately prioritized for emergency assistance due to their severely damaged condition, yet their implementation on the ground was instead allegedly pillaged by unaccountable officials.
The governance of the project, executed through a Type IV Self-Management method by the School Construction Committee (P2SP), allegedly operated without regulatory transparency. The Principal, serving as the Budget User (PA), is suspected of neglecting contract control functions mandated under Article 11 of Presidential Regulation No. 16/2018 on Government Procurement of Goods/Services as amended by Presidential Regulation No. 12/2021. According to an official complaint lodged by the Community Alliance (ASPIRA) dated October 3, 2026, the fund implementation on the ground indicated a stark deviation from the initial planning guidelines and allegedly bypassed statutory procedures for establishing independent planning, execution, and oversight teams.
A technical field audit conducted by monitoring teams uncovered glaring indications of structural volume manipulation. The spacing of the rebar stirrups (cincin) on the concrete foundation beam (sloof) component was found to be deliberately widened past 25 cm, breaching the safety thresholds stipulated in the structural blueprints, alongside extensive honeycombing defects found within the concrete pillars. Suspicions grew stronger as the installed light steel roof truss material, branded DURATRUSS C75, allegedly failed to produce valid Indonesian National Standard (SNI) certification paperwork from the National Standardization Agency (BSN). Furthermore, the contractor completely disregarded occupational health and safety (K3) standards by failing to provide Personal Protective Equipment (PPE) for workers. This physical state is deemed a unilateral disregard for public building safety parameters and is suspected of violating the Security, Safety, Health, and Sustainability (K4) parameters mandated by Law No. 2/2017 on Construction Services.
In response to these findings, the Muaro Jambi District Attorney’s Office, through the Special Crimes (Pidsus) Investigating Prosecutor Team, reportedly moved swiftly to gather evidence and intelligence, seizing crucial administration documents including the P2SP decree, Bill of Quantities (RAB), as-built drawings, bank ledger accounts, General Cash Books (BKU), material purchase invoices, project progress curves (S-Curve), and the initial 70% disbursement tranche records. From a formal judicial perspective, prosecutors are targeting this case using material statutory offense instruments under Corruption Law. Executing actors and budget managers are suspected of violating Articles 2 (1) and 3 of Law No. 31/1999 as amended by Law No. 20/2001 on the Eradication of Criminal Acts of Corruption regarding unlawful acts causing state losses, as well as Article 7 (1) letter a concerning fraudulent material delivery that endangers public safety.
In a parallel move, the Audit Board of the Republic of Indonesia (BPK RI) Jambi Representatives has scheduled an Investigative Audit and concrete core-drill testing alongside civil engineering experts to formulate the definitive State Financial Loss Calculation (PKKN). This legal step aligns with the strict enforcement policy declared by the Head of the Muaro Jambi Education and Culture Department, Dr. Kasyful Iman, M.Pd.I., who has tightened field supervision to avert state recovery sanctions under the State Indemnity Claim (TGR) mechanism within a 60-day window. Should these allegations of abuse of power be proven true in a court of law, the school principal faces certain administrative dismissal under Law No. 30/2014 on Government Administration, along with a total suspension of subsequent institutional funding allocations.
