JAKARTA, bhayaksa.net— The Ministry of Communication and Digital Affairs (Komdigi) has officially declared that the digital document containing directives for a three-day national internet blackout, scheduled from September 25 to September 27, 2026, is fake news (a hoax) and a pure criminal act of forgery. The document, which has circulated widely across digital messaging platforms, is confirmed to be a fabricated letter illegally using the name and signature of the Minister of Komdigi, Meutya Hafid, with the malicious intent to incite panic buying among the public.
Responding to public anxiety, the Vice Minister of Communication and Digital Affairs, Angga Raka Prabowo, asserted that all communication infrastructure, cellular networks, fiber optics, banking transaction systems, and ATMs across Indonesia remain fully operational without disruption. The illegal document, bearing the letter number B-486/KKD/HM.01.02/09/2026, which falsely claims an ongoing crisis within the national communication satellite system, was never issued by the ministry and directly violates the formal statutory framework governing state administrative documentation.
From a judicial standpoint, Komdigi has coordinated closely with law enforcement agencies to track down and criminally prosecute the perpetrators behind the creation and distribution of this forged document. The act of deliberately disseminating false information to incite public disorder satisfies the elements of a severe criminal offense as codified under Article 45A Paragraph (3) of Law Number 1 of 2024 concerning the Second Amendment to the ITE Law, carrying strict penalties of imprisonment and hefty fines to uphold the supremacy of law in Indonesia’s digital landscape.
The government strongly warns that the falsification of official state correspondence carries severe legal consequences. Under the applicable criminal statutory provisions, perpetrators can be charged under Article 45A Paragraph (3) of Law Number 1 of 2024 (ITE Law), which states:
“Any Person who intentionally disseminates Electronic Information and/or Electronic Documents that they know contain false notifications that incite public disorder shall be punished with imprisonment for a maximum of 6 (six) years and/or a maximum fine of Rp1,000,000,000.00 (one billion rupiahs).”
Furthermore, the act of forging official ministerial documentation can trigger concurrent charges under Article 263 Paragraph (1) of the Indonesian Criminal Code (KUHP) concerning document forgery, which reads:
“Any person who makes a false letter or counterfeits a letter which can give rise to any right, obligation, or release from debt, or which is intended as evidence of a matter, with the intent to use or cause other persons to use such letter as if its contents were true and unfalsified, shall, if such use can cause damage, be punished for forgery of a document with a maximum imprisonment of six years.”
In conclusion, backed by this solid legal certainty, the public is strongly urged to immediately halt the distribution or forwarding of copies of this illicit document within digital chat groups. In navigating this dynamic cyber era, public intelligence in filtering information and cross-checking facts through official government channels remains the primary defense to break the chain of legal forgery operating under the guise of official state announcements.
