Government authorities openly admitted that the sheer resourcefulness of illicit syndicates exploiting legal loopholes has become a massive fiscal drain, one that old-fashioned enforcement methods can no longer contain.
This uncompromising stance was delivered firsthand by the Minister of Finance during a press briefing at the Ministry of Finance complex in Central Jakarta on Friday (August 28). In response to the persistent revenue leaks, the administration is enforcing a high-tech digital monitoring initiative powered by a cutting-edge track and trace framework. This new system is specifically engineered to verify the origin and legitimacy of fiscal stamps in real-time, requiring nothing more than a mobile phone camera.
To bring this high-tech dragnet to life, the state is teaming up with Perum Peruri alongside a strategic foreign tech partner. Crucially, the initiative operates under a performance-based financing model (fee percentage). Under this arrangement, the third-party tech provider will fully shoulder the upfront machine investments, and the government will compensate them strictly through a fixed percentage of the recovered state revenue.
Beyond tracing physical stamps, authorities are installing specialized monitoring devices directly inside major cigarette manufacturing facilities to oversee production volumes around the clock. All collected data will feed securely and directly into the central Customs and Excise database without any intermediaries.
However, the rollout will not happen overnight, as each tracking system must be custom-built to match specific field requirements. Currently, a pilot program is actively running on a single machine in Central Java. The administration aims to expand the trial to 100 operational units within the next six months, eventually scaling up to 240 units in nine months.
The government emphasizes that this project serves as a high-stakes efficiency test over the next five years. If the digital network fails to yield a measurable increase in state income within this timeframe, the entire infrastructure will be permanently dismantled.
There will be absolutely no leniency for corrupt insiders. Severe disciplinary actions, including dishonorable discharge and heavy criminal prosecution, are now actively looming over any Customs personnel or outside actors caught colluding with smugglers under this digital dragnet.
